Draft of new Technical Instruction on Air Quality Control (TA Luft 2017)

The German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) currently amends the Technical Instruction on Air Quality Control (TA Luft). This will concern the operation of approximately 50.000 units in Germany. The overall structure, form and systematics of the instruction will not be affected, but the content of especially Part 4 (Immissions) and Part 5 (Emissions) including several emission limit values will be revised. The intended changes will concern i.a.:

  • Inclusion of the previous 11 BVT conclusions (European requirements for best available technologies in several business fields)
  • new types of installations
  • the list of extremely cancer-causing substances (e.g. quartz pariculate matter and fomaldehyde)
  • Integration of the odour immission guideline (GIRL) into TA Luft
  • Inclusion of energy efficiency criteria 

 

The timeline of the BMUB schedules the following milestones: 

  • departmental consulting until end of 2015
  • Hearing according to § 51 BImSchG until end of 2015
  • target: new TA Luft until middle of 2017

For new exhaust gas treatment projects we already consider the emission limit values (e.g. total organic carbon, formaldehyde) mentioned in the draft.
